prophecies and factions use directx9 as well. i am pretty sure.

edit: in fact i know they were, the -dx8 tag was around back when the game launched, and actually does stuff in Prophecies/Factions, such as reduce the quality of a lot of stuff so...

I don't want to argue about tech stuff since neither of us know much about its graphic engine, but I'm pretty sure all the campaigns and expansion use the exact same engine to render things, as the campaigns and expansion add nothing but content. However, starting with Nightfall they introduced new shaders--normal mapping and specular while Eye of the North introduced new fancy water & ice shaders. All GW games are DX9 games, it's just that it's capable of scaling back to DX8 with the lack of shaders/post processing effects.

But at the end of the day, who cares, I think it's normal and acceptable for the fact that the newer content has better visuals.

Nightfall and EotN use more and new shaders.
The best way to check it is fire.

In Prophecies, all fires look almost the same regardless of the setting in Shaders and post-processing.

Turn those two on and off several times in EoTN in front of a fire, and you'll see that it changes radically.
